A piece of fabric had completely wrapped around the pump impeller.
I had to remove it using force so when it still wouldn't drain I checked for other blockages.
When I didn't find any decided the pump must have broken.
I have replaced it and the washing machine will drain manually and spin but the water will not pump out.
I have checked the electrical connection to the front of the motor and it seems fine.
Is it possible that the motor has broken only in the pump direction?
