What If your refrigerator is not cooling and has no clicking?

I have replaced the capacitor I have replaced the capacitor but the compressor still isn't starting. There is no clicking sound and the compressor does not does not heat up. When doing a compression test the ohms are above seven. What could this be? Thank you for your time
