The spin cycle on our top loading Whirlpool doesn't get a lot of water out. Clothes come out wet, even though it seems to spin some water out. Cant tell how much it spins, because opening the top shuts the washer down.
Most likely the spin cycle is working properly but the drain pump or hose is clogged. There can be small objects lodged in the drain pump making it difficult to fully drain. Check drain pump and if that is not the issue, please let us know and we can assist further.
Tried to check drain pump, but could not remove it. Plastic drain plug would not loosen without excess force. Maybe I dont need to remove it what is involved to check it?

Remove the hose going to the drain pump and check for clogs.
