Samsung Washer will not start rinse cycle – water does not drain from washer

I have a Samsung SW70SPWIP top load washing machine (4 years old).  The machine washes normally but it will not drain the water when it gets to the RINSE cycle.  I have checked the pump motor & it works when I manually connect it to 240vac. I have also checked for any blockages & there are none.   I have also replaced the main PCB control board.  It sounds as though the DRAIN MOTOR (Actuator) is clicking when the machine goes into the RINSE cycle but I am not sure why this would not cause the pump to turn on to drain the water first.  I thought the DRAIN MOTOR (Actuator) is only used to put the drive system into the SPIN mode from the agitate mode.
