The water is not getting to the top spinner or arm. There could be a blockage in the pipe which feeds the top arm. Check this by taking the top arm off. There is a plastic tube that goes up the side of the wash and connects to the top of the machine. This feeds the water to the top arm. Check for a blockage, clear and clean tube and try running the machine again for a test.
