Hi, I have a GE top loading washing machine, model WBXR1090A1WW, that begin to make a clunking noise and will not spin in the spin cycle. Washer fills, agitates and drains fine. I removed the front and see that the motor shaft is spinning during the spin cycle but the clutch pulley is not.
In either case of the belt being on or off, I can turn the transmission pulley counter clockwise (from the view as if the machine is flipped over on its back) fine but can can only turn it a couple of inches or so clockwise before it stops and will turn no further (the cam dog and brake hub dog are not meeting when it stops if that means anything.)
Not sure if I should be able to or not, but I also can not turn the agitator or basket in the machine by hand with the belt removed.
My first thought was that the clutch was bad, but with not being able to turn the transmission clockwise and not knowing whether I should be able to or not, I begin to wonder if the transmission might be bad and that is what burned the clutch out.

It sounds to us that your assumption is correct. A faulty transmission will cause a bad clutch. However it may be the case that just the clutch is bad thus causing all of your issues. How old is your GE washer?
