Clothes are wet after wash cycle completes

After running washer on any cycle clothes are soaking wet. when I run the drain and spin cycle it helps but the clothes are still wet and the spin does not seem to spin as fast as it used to.What controls the spin speed?I do not see any switch or device that controls out of balance.Thanks
