Tumble dryer not heating up

I have a Phillips Whirlpool AW 210 dryer that runs but doesn’t heat. I have 29 Ohms across the heater element, continuity across exhaust stat, high stat (at the heater) and continuity across a bi metal strip also at the heater. In desperation, I took it to a shop and they changed the timer but it’s still exactly the same. One odd thing it does is when I turn it off at the timer, the drum and motor stops but the heater starts to get very hot. This happened before and after the timer change so I doubt it’s related to the timer. Also, the green indicator light comes on intermittently to show it’s heating but still no heat at the heater element. Any suggestions would be gratefully received.
